WHIP or JAVA alternative. WHIP (Windows only) may not work for 
everybody but anyone with a JAVA enabled browser should be able to
use the JAVA applet from ZoomOn. 

Feel free, if you want, to download the drawings (AutoCAD 2000)
and use what software you prefer and like to view them.
